And rest assured, most days the police are still going to be less competent than they'd like to be. In the end no amount of special forces-like training can overcome the fundamental restraints of red tape that ever bind law enforcement...so, nowadays the flow of their priorities becomes: they could follow you across the rooftops, but do they have the permit for that? Thus, the method remains viable.
Which means you ought to start practicing, if you haven't already!
